First results of the SA Agulhas II mobile mini-neutron monitor: Instrumental characterization and environmental sensitivity

    Get PDF
We present the first results of a new redesigned version of the mini-neutron monitor installed on the South African Research vessel, the SA Agulhas II. Measurements taken from the 2019/2020 relief voyages are presented. We show that the instrument is very sensitive to temperature variations when the ambient temperature is below 3oC. This is believed to be an instrumental effect. Additionally, we show the presence of high-frequency interference in the calculated waiting time distributions when the vessel reaches polar latitudes. We show that these periodic variations are only present in the intensity of secondary atmospheric particles and most likely related to the operation of the vessel’s ice radar. We are currently looking at moving the instrument to a more suitable location on board the SA Agulhas II where we will hopefully be able to operate the instrument in a continuous fashion for several years to come

In this contribution, the potential of a praxeological approach for answering the question of political practices and the underlying individual orientations and ideas of social order of young people is explored. It is based on biographical interviews with young people between the ages of 18 and 23, interpreted using the documentary method. Against the background of a broad concept of politics, the question was asked about the diverse practices of participation in political and social discourse and the conceptions of order of politics and society documented in them. The biographical approach makes it possible to relate these concepts to the individual orientations of the young people as well as a perspective on the generating processes of diverse political practices in their biographical and socio-cultural embedding

Belmann P, Fischer B, KrĂŒger J, et al. de.NBI Cloud federation through ELIXIR AAI. F1000Research. 2019;8: 842.The academic de.NBI Cloud offers compute resources for life science research in Germany.  At the beginning of 2017, de.NBI Cloud started to implement a federated cloud consisting of five compute centers, with the aim of acting as one resource to their users. A federated cloud introduces multiple challenges, such as a central access and project management point, a unified account across all cloud sites and an interchangeable project setup across the federation. In order to implement the federation concept, de.NBI Cloud integrated with the ELIXIR authentication and authorization infrastructure system (ELIXIR AAI) and in particular Perun, the identity and access management system of ELIXIR. The integration solves the mentioned challenges and represents a backbone, connecting five compute centers which are based on OpenStack and a web portal for accessing the federation. This article explains the steps taken and software components implemented for setting up a federated cloud based on the collaboration between de.NBI Cloud and ELIXIR AAI. Furthermore, the setup and components that are described are generic and can therefore be used for other upcoming or existing federated OpenStack clouds in Europe

Risks, alternative knowledge strategies and democratic legitimacy: the conflict over co-incineration of hazardous industrial waste in Portugal.

The decision to incinerate hazardous industrial waste in cement plants (the socalled ‘co-incineration’ process) gave rise to one of the most heated environmental conflicts ever to take place in Portugal. The bitterest period was between 1997 and 2002, after the government had made a decision. Strong protests by residents, environmental organizations, opposition parties, and some members of the scientific community forced the government to backtrack and to seek scientific legitimacy for the process through scientific expertise. The experts ratified the government’s decision, stating that the risks involved were socially acceptable. The conflict persisted over a decade and ended up clearing the way for a more sustainable method over which there was broad social consensus – a multifunctional method which makes it possible to treat, recover and regenerate most wastes. Focusing the analysis on this conflict, this paper has three aims: (1) to discuss the implications of the fact that expertise was ‘confiscated’ after the government had committed itself to the decision to implement co-incineration and by way of a reaction to the atmosphere of tension and protest; (2) to analyse the uses of the notions of ‘risk’ and ‘uncertainty’ in scientific reports from both experts and counter-experts’ committees, and their different assumptions about controllability and criteria for considering certain practices to be sufficiently safe for the public; and (3) to show how the existence of different technical scientific and political attitudes (one more closely tied to government and the corporate interests of the cement plants, the other closer to the environmental values of reuse and recycling and respect for the risk perception of residents who challenged the facilities) is closely bound up with problems of democratic legitimacy. This conflict showed how adopting more sustainable and lower-risk policies implies a broader view of democratic legitimacy, one which involves both civic movements and citizens themselves
